Southwest of De Soto, the old Sunflower Army Ammunition Plant is being redeveloped as Astra Enterprise Park, more than 9,000 acres in all. Panasonic Energy held the grand opening for its EV battery factory there on Astra Parkway in July 2025. Nearby, at Edgerton Road and 103rd Street, the first building at Flint Commerce Center is a cross-dock distribution center of about a million square feet, with 98 dock doors and room to expand to 168. At a battery plant or a 98-door cross-dock, the aprons at the docks and the truck lanes feeding them carry the heaviest loads on the property, so that heavy-duty concrete is where we'd focus in De Soto.
Phasing is how we'd keep a plant or distribution building shipping during a paving job. One bank of doors or one drive lane comes out and gets rebuilt from the subgrade up while trucks use the rest. The trip from Grain Valley is about an hour, and the last stretch of it is K-10. That drive doesn't keep us from taking work out there, and it doesn't add to your price, because the size of the job sets the price, not the distance. The roads around the park are changing too. The city's development plans include rebuilding 103rd Street and Lexington Avenue as a four-lane divided road and adding signals and lanes at the K-10 interchanges, so we check ready-mix truck routes before we set pour dates.
Astra is a patchwork of soils. USDA maps show Woodson silt loam across much of the flat upland, with Pawnee clay loam, Morrill loam and others on the slopes, and even the Panasonic plant's footprint crosses three different soil units. Woodson's subsoil is dense clay that starts somewhere between 8 and 31 inches down, and NRCS data put it in the high shrink-swell class, so it swells when it's wet and shrinks back as it dries. Down by the Kansas River the ground changes again to sandy and silty bottomland that the soil survey lists as occasionally flooded. The city's history notes that the 1951 flood crested at 42.3 feet and put much of downtown under water.

Paving In De Soto: FAQs
Our building near Astra is a cross-dock. Can the aprons be rebuilt one side at a time?
Usually, yes. With doors along both long walls, we can often rebuild one side while the other keeps moving freight. On a long wall, the doors get split into groups and we close one group at a time. Before any concrete comes out, we walk through the phasing plan with whoever runs your dock schedule.
How do you price a heavy-duty lot when the soil changes across an Astra parcel?
Most of what decides the price sits under the slab. Soils shift from one parcel to the next out there, so we price from what's actually under your site, using the soils report if there is one, and we check the subgrade again once it's opened up. On Woodson clay, moisture moves so slowly that the soil survey has water perching within two feet of the surface through winter and spring, and that's what we plan the drainage around. Our written proposals spell out the base section so you can compare bids on the same terms.
Our curb and sidewalk along a De Soto street need replacing. Does that take a city permit?
Generally yes, when the work is in the street or outside your own driveway. De Soto's right-of-way page lists work in streets, sidewalks and medians, along with curb or sidewalk replacement beyond your own driveway, as needing a permit. Work that affects traffic on a collector or arterial road also needs a traffic control plan. The city charges double permit fees when work starts before the permit is active, so we wait for the active permit before a crew shows up. When the job goes on the calendar, we call the city to make sure nothing has changed.
Our Astra parcel was part of the old ammunition plant. Can you take the site work along with the paving?
We can. Our crews do the excavation, base and drainage as well as the concrete, which lets us carry a pad from rough grade to a finished truck court. Parts of the old Sunflower plant are still being remediated by the U.S. Army Corps of Engineers, and the city expects soil cleanup to wrap up by 2028, with groundwater about two years after that. We'd ask for your parcel's environmental and geotechnical reports up front and price the dirt work around what they say. There's no charge for the written proposal, and the estimator who writes it answers for it.
