When a business drive has broken up in spots but most of it is still sound, replacing only the bad panels can spare the owner a full tear-out. Our crew replaced concrete drive panels at a self-storage facility in Independence in 2026, and the photo of that job on our homepage shows the new panels taped off while they cured. Getting to the Square from our Eagles Parkway yard in Grain Valley takes about 22 minutes over 15 miles, and the Little Blue Parkway exit off I-70 is closer, at about 12. The Independence Chamber of Commerce calls that Little Blue Parkway interchange a catalyst for business and residential growth on the east side of the city.

The blocks around the Square carry a lot of history. A boundary change announced by the Secretary of the Interior grew the Harry S Truman Historic District, a National Historic Landmark, from 216 parcels to 567 and stretched it to the Truman Library and Museum and the Courthouse Square. Under City Code Sec. 17.06.002, the owner is in most cases the one who repairs and maintains the sidewalk, curb and gutter next to a home or business. Once a sidewalk problem is reported, the city says an inspector will look at it within 7 business days and send the owner a notice if there is a code violation, and an unsafe walk can mean the owner needs a Right-of-Way Permit. The city also wants the walk kept at its established grade, not above or below it, so we set our forms to that grade instead of matching a neighboring slab that has heaved or sunk.

Heading down off the uplands toward the Little Blue River, the soils on the USDA map change character. On that map, points off East 33rd Terrace and East 26th Terrace South show Knox and Sibley, well-drained silt loams that formed in loess laid down by the wind, and the survey flags frost action and low strength as their weak points under a street. Near where South Little Blue Parkway crosses the river, it is Wabash silty clay instead, a very poorly drained soil that is occasionally flooded and runs about half clay, with shrink-swell, flooding and a high water table among the limits the USDA lists for a street. Every Independence estimate starts with how the base drains and where the slope sends the water, and the digging and base work below the slab is handled by our own crews and machines. Once a job is done, our one-year warranty covers the labor and workmanship.

Common Questions

Paving In Independence: FAQs

Can you replace just the broken drive panels at an Independence business?

Yes. Our 2026 job at an Independence self-storage facility was a concrete drive panel replacement, and a partial replacement can be the better value when most of the slab is still sound. We cut out the failed panels, check the base under them and rebuild it where it has gone soft, and then pour the new concrete. Whether part of the drive stays usable during the work depends on the layout, and that sequencing gets worked out in the free written proposal, which our lead estimator, Wendell, and our contract administrator, Daniel, prepare as a team. New panels poured with a standard mix are ready for use in about 7 days. The faster-curing option costs more and has them ready in 2 to 3 days. Both mixes are fully cured at 30 days. If trucks or trailers run across the drive, the new panels should be heavy-duty concrete, which we generally pour at 8 to 10 inches, with the final number set by many factors.

There's a pipe under my driveway where it crosses the ditch. Is it mine or the city's to maintain in Independence?

The city puts that on the owner. Independence says driveway pipes run underneath the property owner's driveway and that the owner is responsible for cleaning and maintaining them, and roadside ditches are the owner's to maintain as well. Routine cleaning needs no permit. Since the pipes generally sit in the right-of-way, replacing one takes a Right-of-Way Permit, and so does regrading a ditch or other construction on it. Because we self-perform excavation and drainage, a crushed pipe and the drive above it can be priced in one proposal. We confirm the current requirements with the city on pipe and ditch work, and Right-of-Way Permit applications are filed through the city's online permitting portal.

Can I widen my driveway at the street or add a second curb cut in Independence?

That's the city's call, and it starts with an application. To find out whether a curb cut can be added or extended, Independence has owners complete its Driveway Approach Application in the city permit portal and review the city's Design & Construction Manual. The city's rule of thumb puts the right-of-way about 11 feet from the edge of the street pavement, though it says the actual line comes from Jackson County property records or a survey. The city uses roll-back and square-back curbs, with roll-back in most areas and no curb at all in some, and the curb type changes how a new approach ties into the street. A wider drive only goes into a proposal after we confirm the current requirements with the city.

Does a driveway or walk at a house in the Truman Heritage District need the city's approval?

Check before anything gets torn out. The Truman Heritage District, just west of the Independence Square, is the only locally designated historic district in the city, and the city sets Certificate of Appropriateness submittal deadlines ahead of each Heritage Commission meeting. Whether a driveway or walk there needs a certificate is something we confirm with the city's Historic Preservation Division at (816) 325-7419 before the job is scheduled. If one is needed, the submittal deadline and the commission meeting that follows it become part of the timeline in your proposal.
